Abstract


The reform of state-owned enterprises has been an important content of China's economic reform since the 1990s , the establishment of a modern enterprise system has become a target of the traditional state - owned enterprise reform mode . In this mode , the value of non- human capital has been sufficient attention and embodied in human capital , however , as a business , another important factor of production has not been given sufficient attention to the interests of human capital has been in a suspended state , which to some degree led to a massive outflow of traditional state-owned enterprises human capital and this loss to be getting worse . Human capital is a huge loss to fundamentally weaken the traditional core competitiveness of state-owned enterprises , as well as the corporate human capital investment by the loss . This is also a lot of the traditional state-owned enterprises to change the system , but there is no vitality and vigor from the fundamental one of the important reasons . The key elements of human capital is the source of the power of the national economic growth , enterprise development , this article is a serious loss of human capital to the traditional state-owned enterprises as the starting point , the main line of the value of human capital , human capital theory , drawing on research design a realization of the power of the purpose of the human Capital Property - the usufruct enterprise system , the human capital and non- human capital the remaining shared distribution rights , but also designed to protect the interests of corporate investment in human capital . This is conducive not only to solve the problems existing in the traditional state-owned enterprises on the human resources management , and has a very positive sense to explore the reform of state-owned enterprises and turning around . In this paper, the characteristics of the formation of human capital in the traditional state-owned enterprises , through the study of the human capital theory and practice , to find a traditional state-owned enterprises to realize the value of human capital , to solve the problem of a huge loss of human capital .
