Abstract


The State Administration for Industry and Commerce (hereinafter referred to as "SAIC") is a department directly under the State Council in charge of market supervision/regulation and administrative enforcement of law. The informatization construction of SAIC started in the late 1980s, and according to the working requirements of business, some business processing application systems and open public service systems have been consecutively developed. Through about 20 years of progress, great achievements have been made. But since these systems are developed by several contractors at different stages, there still exist problems such as the inconformity of the technical framework of some application systems to the requirements of Technical Design Scheme for Gold Faith Project, various types of business databases, insufficient integration of application system, incomplete coverage of business requirements, incomplete system function and the function of coordinating the general office with the regional office and conducting deep statistics and analysis.This subject aims to solve the above problems on the basis of National Development and Reform Committee’s application for "Gold Faith Project" first-phase project-business processing software sub-project. This paper is written on the basis of the processing of implementing the business processing software and my own understanding. Since the informatization of SAIC includes business informatization and government administration informatization, the system of this subject is called "Comprehensive Application System of State Administration for Industry and Commerce".The significance of this subject is that on the basis of Technical Design Scheme for Gold Faith Project and according to the thought of standardization, structuralizing, stratification, platformization and modularization, it adopts the mature, advanced and open system framework to construct the comprehensive application system of SAIC and make it become the working platform applied in the business of SAIC and the platform for national industrial and commercial systems to share information and coordinate the business, thus being the mutual platform for SAIC and the service-object business.The research method of this subject is to conduct the requirement investigation and analysis according to the regulations on the information system software development, and then conduct the outline design, detailed design, realization (coding), testing, acceptance, and application promotion.The research result of this subject is that it has established the comprehensive business system of SAIC and basically realized the objectives of this subject. The effect of the subject design is also tested during the implementation of the project construction. The conclusion is that the construction thought, technical framework and method of development and construction in this subject are practicable.The "Gold Faith Project" first-phase project - business processing software project is developed and completed by professional companies by means of government procurement. As the project organizer, I mainly organize and take part in the requirement investigation, compilation of the tender and contract negotiation as well as requirement analysis, outline design and application promotion during the process of implementing the project.
