Abstract

Since the implementation of innovation policy in 1986, the Lao government has always been committed to attracting foreign investment, the use of foreign advanced science and technology to develop their economies. In order to expand economic and technical cooperation with foreign countries, to participate in the international division of labor, to fully tap the economic potential in Laos, promote exports, and the country gradually prosperous and strong, the Lao Supreme People's Assembly on April 19, 1988 by the by Lao Foreign Investment Law. Since then, the Lao Government has introduced a number of other laws and regulations conducive to attracting foreign investment and foreign advanced technology and preferential policies. Lao government preferential policies for investors including profits tax and import raw materials, equipment and transport tariff relief to meet the needs of the investors in the use of land and natural resources as well as the use of domestic labor, given in terms of residence and entry and exit convenient. Foreign investment, the government encourages individuals, legal persons on the basis of compliance with the principle of mutual benefit and the Lao legal to invest in Laos, the full protection of investments and property of foreign investors in Laos by the Lao law. Lao government approved the implementation of the new market-oriented economic policy, the mechanism of foreign trade freer and more transparent. Presented straight up momentum over the past ten years, foreign direct investment (FDI) inflows into Laos. Laos is bordering the center of the ASEAN countries and China's enormous market. Only landlocked country as a member of the ASEAN and Southeast Asia, Laos should take advantage of the establishment of China-ASEAN Free Trade Area of ??the economic opportunities, improve the economic laws and regulations, optimize the investment environment, play their own role and advantages, thereby enhancing the comprehensive strength of the domestic economy, determine its rightful place in the regional economy. The old two countries issued a joint statement on bilateral cooperation relations between the two countries in the 21st century to establish long-term stability, mutual trust and good-neighborly and friendly cooperative relations to determine the direction. Currently, relevant departments of the two countries in various fields comprehensively implement the consensus reached by the leaders of the two countries. The two countries has signed on trade, investment protection, tourism, land transport, avoidance of double taxation, extradition of criminals, cooperation in education, banking and other agreements, the signing of these agreements is to lay a solid foundation for the development of the two countries of equality and mutual benefit and friendly cooperation . This article describes the main contents of the Lao foreign investment legislation, and made a number of proposed changes for some deficiencies. I hope this can add reference to China International Economic Law researchers.
