Abstract


Financial development is critical to economic growth. Why do some countries have well developed growth-enhancing financial systems, while others do not? New institution economy of financial development emphasize that institution is the basis of financial development. Protection of private property right is critical to the financial development.And in reality culture tradition, law, regulation and politics are the main element to the protection of private property right. The paper makes use of the data in 89 countries and regions to examine the new institution economy of financial development for the first time. The empirical results indicate that effective legal systems, supervision institution of encouraging private enforcement and good political institution not only benefit the development of finance but also alleviate financing obstacles.In China the absence of credit, ineffective legal systems, depending on dominant government ownership of regulation and stronger interest group of financial industry, not only make against financial development but also increase the financial obstacles.So restructuring Chinese culture, improvement of legal protection of investors, improvement of ways of financial regulation and supervision, and reducing the power of financial interest group, are the key factors to the financial development and high quality economic growth in China in future.
