Abstract


Government budget as an important fiscal policy tool , responsible for resource allocation, income distribution, macro-control function . It is the form of government revenue and expenditure plan , a basic form of existence of the public finances , the basic carrier to build the framework of public finance in China . Government budget process improve the government budget can really take on resource allocation , income distribution , macro-control functions . At present, China 's ongoing reform of the government budget , it will be our country's economic and political system have a profound impact . Supporting the reform of local government budgets in the central reform must be implemented . Learn from the relevant government budget theory based on , Xingshan County budget practice , to try to reform of the government budget process to make some suggestions . The text is divided into three parts . First discusses the research background and theoretical basis . The program of the government budget , in fact , is the public policy-making process , and this process , but it is also a balance of interests and coordination , the supply of public goods , public choice , and progressive decision-making process .
