Abstract


The context of globalization , the \While in transition China in the political, economic, cultural and other aspects of instability factors , can easily lead to the \The government handling of the crisis is directly related to the event in the minds of citizens authoritative position and good image , and then related to the national regime survival. Therefore, how to effectively prevent, respond to and deal with the crisis has become China's government to improve the government 's ability to govern and govern the country a major issue . Firstly, starting from the conceptual definition of the concept of crisis and crisis management were elaborated and defined on the classification and characteristics of public crisis -depth analysis ; and the need for crisis management and crisis management affect the performance of the various government factors to be explored , these constitute the first part of this article . The second part gives an overview of the Western countries to establish crisis management system and construction, on this basis , outlining their common experience of crisis management work , which saw its public crisis management system, our government inspiration and reference . The third part is the focus of this article .
