Abstract


The cooperative medical treatment system was the concrete form of rural health insurance system in china .Its history may be divided into five stages. The reason of its development and prosperity includes: 1st, the formidable political mobilization caused the traditional cooperative medical treatment highly to obtain the matchless exterior support. 2nd, the countryside basic-level organization which all the people were controlled by dispelled the problem of reversion choice and charge. 3rd, under the planned economy low cost medical service supplied the system to be possible effectively with the cooperative medical treatment conformity. But at the same time the problems as finance sustainable, the confidence of participant gradually lost, etc made the traditional cooperative medical treatment system move towards the deterioration and restore with difficulty. Therefore, the new-type cooperative medical treatment system which is different with the tradition cooperative medical treatment system needs to be established.The new cooperative medical treatment system has seven new characteristics. Just because of these characteristics, the new cooperative medical treatment system is regarded as the significant means to promote the countryside public health reform and the development, promote the rural economy, the social development, the maintenance social stability, and establish the Chinese characteristic social security system.But, the new rural cooperatives medical service system is facing the difficult position: Finances problems, the fund is not easy to be arrived; Lacking the effective management mechanism and the operation mechanism to the cooperative medical treatment fund; The grade of rural hospital medical service is low, the quality urgently needs to enhance; Reimburses the proportion to be low, the farmer profits few and so on. These questions are restricting the new rural cooperatives medical service system sustainable development, need to be taken the corresponding measure to perform to consummate.Making full analysis to the historical lesson and overseas (mainly Japan, Thailand, Mexico and Brazil) advanced experiences, this article proposes to consummate the new rural cooperatives medical service system such measures should be taken: 1st, the advancement of legislation on new cooperative medical treatment system should bespeed up; 2nd, the moderately forces to participate should be as a principle; 3rd, strengthens the new rural cooperatives medical service technology to survey, take the reasonable determination finances level, the structure of the proportion and compensates; 4th, the establishment organization, the standard management, the implementation democracy surveillance, guarantees the fund operation standard; 5th, the cooperative medical treatment fixed point assigns by the administration to the competition according to qualification to transform; 6th, the establishment positive effective bidirectional extension examines the mechanism; 7th, raising the countryside medical personnel’s vocational level diligently, improving the public health center, perfecting the countryside medical services healthcare network; 8th, to strengthen public opinion propaganda work, positively guide the farmer populace to participate in the new rural cooperatives medical service.
