Abstract


Bank losses attributable to operational risk have been stimulated the international regulation institute to consider the supervision to operational risk. Thus, Basel Committee has concluded operational risk alongside credit risk and market risk in Pillar 1 of the New Capital Framework by introducing capital charges.The decision to introduce a capital requirement for operational risk is necessary although commercial banks of China haven’t been addressed it temporarily. Effective management for operational risk is help for to the sound operating to the commercial banks of China in current society environmental. Thus banks of China should setup management awareness, formulate management framework and quantitative measure for operational risk suitable to themselves as soon as possible. That is the kernel of this thesis.Firstly, a brief introduction is made on the background and purpose of this thesis. The research methods and framework of the thesis is also presented.In the principal part of the thesis, the definition and content for operational risk in Basel Accord as well as the development of Basel Accord are expounded simply. Then the class and characteristics of operational risk is discoursed. At the same time analysis is made on the quantitative ways and regulation practices for operational risk. As following, operational risk status of commercial banks of China is generalized quantitatively from the loss data in business line and loss event type. The reason is anatomized deeply. In the conclusion, operational risk is classified logically according to the practices of our commercial bank. Management framework and quantitative measure are suggested.
