Abstract


The 15th session of the Fourth Plenary Session of the party by the decision of the CPC Central Committee on major issues of reform and development of state-owned enterprises , in order to solve the problem of high rate of corporate liabilities , the memorandum of this policy measures . The debt-equity swap the introduction of the measures , the objective needs of the reform of China 's reality , is a major strategic decision to promote the reform of state-owned enterprises is an important means of modern business operations in the reorganization of assets .
