Abstract


The arising of governance theory bring Government Administration new ideas which are characterized by cooperation, communication and make the governance theory of government developed, the governance theory of government hold that government is not the only legal power resource, the civil society is also one of the resources. This theory also tries to build a new set of ways to deal with the public affairs. This article which is based on the governance theory of government research the process of Chinese Government governance system in four points: the innovation of Chinese Government governance idea, the function of Chinese Government which is the main part of the system, the civil society which is the basement of the system, the way of making the system into reality.The innovation of Chinese Government governance idea is the premise of the whole governance system, which make the system building possible;The functions of Government which is the key to build that system, we should re-create the functions of government in the following three parts: beginning with something where the market is easy to fail; ending with something where the government is easy to fail; making providing public goods be the key function of government.The government also should develop the civil society organization strongly because the governance theory actually means to make the national power back to civil society.The most important way to accomplish government governance is to marketwise public service which can improve the quality and efficiency of providing public service and make government governance possible.In general, only if the government cooperate with civil society well, we can make government governance into reality.
