With the development of Internet and the increasing demand in GIS,the research on WebGIS has become a hotspot. WebGIS is a computer information system which can storage,dispose,analyze,display and apply geographical information under Internet and Intranet environment,its basic concept is to provide geographical information on Internet,and then make the users browse and acquire data and functions of a GIS.WebGIS affects people’s life and production in many aspects and has been applied in many fields step by step,such as drainage pipe network,environment,etc. Its realization has great significances,making the application field of GIS entend to every social aspect .And WebGIS becomes a mass information tool.First,this paper introduces the characteristics,structure model,construction method and related technologies.Secondly,the paper introduces the structure and function mechanism of ArcIMS which is one of products of ESRI,Inc.Then, according to the characteristics of Drainage Information Publication System and practical requirements of users,the paper proposes the designing of the system by comparing three connectors and two Viewers of ArcIMS.At last, combining with JSP and other technologies,the paper realizes a system of Drainage Information Publication by using HTML Viewer of ArcIMS and ArcMap Server which is one of its extentable functions. This method is adopted in system development.
