Abstract


As remarkable politician and jurist, democratic political ideology is the important component of Dong Biwu’s thought theory. As far back as 1945, he proposed that our task was to implement democratic politics. He thinks, real democracy is that the people master one’s own affairs, the organ through which the people exercise state power is House of Representatives at all levels and its people’s governments at all levels elected. In order to ensure people’s democratic rights, we should implement democracy and build the policy. In implementing the policy of building of democracy, Dong Biwu attaches great importance to the relation between party and the people’s government. United front question ensure an important respect built the policy and pursued smoothly of democracy.The content of Dong Biwu’s legal system thought is quite abundant. More than 40 years ago, he put forward the concept of the legal system civilization being regarded as a main one in human civilization. In the fifties, he put emphasis on making the people’s legal system getting complete progressively constantly. While describing the policy step of the legal construction, it is a key link of strengthening the legal construction that he has especially put emphasis on acting in accordance with the law. During serving as the supreme president of the people’s court, he proposes unequivocally, the people’s democratic rights should be fully protected. Any phenomenon of violating the justice should all be forbidden and corrected. About the law education, Dong Biwu firstly requires that party members and staffs should abide by the law, secondly he demands that law department must act in accordance with law. In many fields such as trying practice, some practical advice being of great and valuable contribution to start our law construction is proposed by Dong Biwu .Dong Biwu’s socialism democratic and legal thought has laid a foundation to our modern law construction and it has important realistic meaning. While laying the laws , we must fully consider protecting the people’s democratic rights, and the principle of the people mastering one’s own affairs should be really practiced. In the continues development of market economy, we must implement the strategy of administrating state according to law, and protect the unit and the dignity of the law.Now, we memorize Dong Biwu’s great contribution to our country and inherit his will to further the development of our socialism democratic and legal system.
