Abstract


The National People’s Congress system is a fundamental political system of our country, and a basic sign of the socialist democratic politics; it is the country that stabilizes, the direct bearing of citizen’ s right. Sound and perfect the system of the National People’s Congress, it is the basic way to build high socialist democratic politics. This system is under the guidance of a democratic theory in Marxism, produced on the foundation of practicing of the politics, economy, culture and democracy of the present stage of China. The subject matter that this system exists at present is, there is very great disparity between advanced democratic idea and democratic practice. Build socialist political civilization of height, will give play to the superiority of the socialist system, must improve and perfect the people’s congress system constantly.This text has carried on positive exploration and studied to the system of National People’s Congress of our country under the guidance of Marxism view, mainly include: Have described the view of the national government form of the author of a classic of Marxism in detail, have summed up the National People’s Congress system thought of the leaders of three generations of the Communist Party of China represented ; Have summed up the foundation in our country of the system of the National People’s Congress and development course, have summarized the characteristics and advantages of the system of the National People’s Congress, sum up the achievements that The National People’s Congress have made since setting up completely; the defects that system exist at present has been analysis systematically, the way to improve the system has carried on the preliminary discussion.Since the system of National People’s Congress of our country is set up, it goes through one development issue that set up initial stage, period fall back period, convalescence after the Culture Revolution, and the flourishing development period after reform and opening-up, has already stepped into the mature period developing steadily now. It make a series of great achievements: The electoral system moves towards democratizationand institutionalized progressively, socialist democracy and legal construction are strengthened progressively; The organizational building of the National People’s Congress is strengthened progressively too, the working system has moved towards the standardization, institutionalized. Though its status in the national political life is higher and higher, the system of the National People’s Congress does not improve, imperfect, exist many questions: the view to representative misplaced, high to select rate and low to participate in enthusiasm, high sense of honor and low sense of duty, high to pass rate and low-level current situation of democracy, the actual authority of the National People’s Congress has not totally given play to yet.Direct against the questions that the system of the National People’s Congress exists and the crux, from following respect: standardize the relationship among party, the National People’s Congress and government, reform electoral system, raise the quality of representative, perfect the function of National People’s Congress, this text have proposed the thinking of reform to solve questions. Take the issue on full-time representative and improve direct degree to elect, the text put forward one’s own view and suggestion, also has detailed argument.
