Abstract


In the period of social transformation, pubic crisis challenges as well as provides chances of reform for governmental administration. Aiming at putting forward reasonable suggestions, this article discusses the governmental responsibility in pubic crisis administration.Public crisis administration is one of government’s most important functions. Theoretically speaking, it is the governmental existing significance that makes it a function for that the governmental power comes from people while public crisis threatens lives and property. Practically speaking, how government functions in public crisis administration influences social stability and national economic development. So we must build a responsibility model to make it clear that what responsibility the government should take in different phrase.But in reality, the phenomenon of the government lacing responsibility is obvious: the weak conscience of pubic crisis, the unitary administration mode, the imperfect coordinate model, the lack of regulations, etc. It mainly because government haven’t paid enough attention to public crisis and the lack of governmental function, the misplace of praise and punishment, the lagging of regulation construction, etc.Strengthening the governmental responsibility in public crisis management, we should learn from the advanced experiences abroad, strengthen the conscience, transform the functions model, build the related regulations, and make necessary feedback.
