Abstract


Content:Nowadays, most research in elementary education focus on the reform in education system. However, the development of elementary education in one country has a close relationship with its administrative institution. In this paper, we try to go beyond the traditional way of“discussing education for education only”. Instead, we combine elementary education tightly with the government’s fiscal expenditure in the frame of public finance. Then, we develop a model about the public financial expenditure in elementary education to analyze the condition and its problems. Trough the review in our country’s fiscal expenditure in elementary education, the analysis of the problem existing present, and the illumination from the character of fiscal expenditure in elementary education in America, we argue that it is necessary and invertible for the government to provide elementary education. Finally, we suggest our advice in the reform of fiscal expenditure in elementary education. We divide this paper into four chapters:In the 1st chapter, it gives some theoretic analysis to prove that the government must finance the elementary education. The 1st part explains the concept of elementary education and its characters. It points out that elementary education is equal to compulsory education, and being supported by the government is necessary. The 2nd part explains the government’s functions and the inevitability of the government’s supports.The 2nd chapter analyzes the condition of the public financial expenditure in elementary education in China.
