Abstract


Local ethnic institutions on the local economy, culture, education has an important role in promoting China's national unity, social stability plays a special role. China pursues higher education cost sharing, poor students of the local ethnic institutions face degree increases, causing the concerns of the community. The study by the families of students of Hubei Institute for Nationalities ability to pay for and funded survey analyzed: Hubei Institute for Nationalities poor students accounted for 28.4%, 36.1% poor students. The student's father, the higher the level of education, family economic situation in the local as possible, and the families of students in higher education supply. Tuition has a significant positive effect on the students' families supply the funding of schools, friends and relatives subsidy has a significant negative effect on the students' families supply, reduce students' families pay student financial assistance pressure plays an important role. Tuition home supply is larger than the total income of the family role, Hubei Institute for Nationalities school fees beyond the ability to pay for students' families. Family seat of the higher degree of urbanization, the father, the higher the level of education, family economic situation in the local as possible, the students' families to bear the stronger the ability of school fees. The greater the likelihood of lower economic status of students' families seeking subsidized. For financial assistance to ease the students' economic pressure, so that students can concentrate on learning a great role. Hubei Institute for Nationalities students funded work to a certain extent help students with financial difficulties, but there are still policy advocacy is not in place, the operating process is not transparent enough, focusing on the Prize gifted enough funding efforts and face other issues. Hubei Institute for Nationalities, five other local ethnic institutions owned regional economic, cultural, educational status are more backward and less government investment in higher education, and students' families ability to pay. Pursuant to which the author asked the central government, local government should increase financial input of local ethnic institutions, to reduce local ethnic institutions tuition and funding efforts; local ethnic institutions should guarantee under the premise of teaching quality, lower student training costs, increase funding for students. Government, schools should be established as the main system of poor students in student loans, to develop a standardized funding regulations and effective technical means funded work to be fair, just and open. Local national institutions should strengthen psychological counseling for poor students, and guide them to self-reliance, self-reliance, and healthy development.
