Abstract

The relationship between environmental quality and economic growth has been highly controversial . Industrialists believe that environmental protection policies to increase the cost of production , thus impeding economic growth . The environmentalists believe that the implementation of environmental policy is to ensure the sustainable growth method . A main question is whether the economic growth and environmental protection can harmonious development or that the relationship between the two is an irreconcilable . In order to investigate the relationship between growth and environmental quality , we have established a two- sector endogenous growth model , this model inside economic activity depends on the consumptive use of the natural environment , where the natural environment is set for a renewable resources. The one hand, the environmental impact of the production , sustainability and social welfare issues , while production of the inevitable use of resources , but also brought pollution , thus reducing the quality and quantity of environmental resources . Resources declining , and the deteriorating quality of the environment is clearly unable to support sustainable economic growth , or even want to keep the same economic output are also impossible . We found that under certain conditions (for some of the conditions of production and the elasticity of substitution ) , there exists a feasible and optimal sustainable balanced growth path . In other words , under these conditions , there is an optimal growth path , this path , the growth rate of the economy to a positive constant in growth , and to maintain the quality of the environment unchanged . Advances in technology and anti-pollution activities for production , increasing the use of natural resources as compensation , so the quality of the environment remains unchanged on the optimal growth path . Must be noted that such a growth path , the net use of environmental resources remain the same , the relative reduction of the input of raw materials in the production . The production of the raw material in the total production should also be reduced , which is under a constant total physical inputs , it is not possible to maintain the continuous increase in the physical output . In other words , the final growth path of the economy , the share of total output of non- physical output ( information) should continue to increase .
