Abstract


With the coming of the full-service operation era, customers are requiring for more telecommunication service, especially the 3G mobile service. There was a wide gap in telecommunication service provider’s charging system to meet the needs of the customers’ real-time querying, revenue loss controlling and the full-service convergent charging. Because there are many complicated networks, platforms and services, the Sichuan Telecom can’t meet the needs of customer service and enterprise development. In order to solve the problem, we’ll reconstruct the charging system, and we are about to build a new real-time charging system to integrate into the current charging system to make a full-service convergent charging system.The article started with the real-time charging system’s development history, and reviewed its background and solution in the different development stages. It made a deep research on the current industry-leading 3GPP’s OCS (Online Charging System)’s architecture, functions, realization modes and typical characteristics. On this basis, the article carefully combed the Sichuan Telecom’s current charging system and its core network elements, and carefully analysed the system’s present situation and major problems. Combined with the group company of telecommunication’s technical specification, we demonstrated Sichuan Telecom’ s OCS construction direction and overall goals. Proceed from the reality, we proposed the OCS and convergent charging system’s construction solution, including the system positioning, design principle, system structure, main functions, the deployment of logical topology and application aspects of system design, and realized the full-service convergent charging.
