Abstract


Digital city is the necessary demand of sustainable modern urban development and utilization of social resources. Digital municipal management is not only a vital part to measuring urban economy and social development, but also the important guarantee to accelerating the process of urbanization and the construction of modernized city.Modernized city management will play a greater role in urban civilization and progress. Strengthening municipal management is beneficial to the implementation of urban overall planning, the normal operation of urban infrastructure, making full use of the investment benefit of urban construction, improving city image, promoting opening up internationally, and enhancing urban comprehensive function and economic and social development.Through analyzing the development history and construction of domestic and international digital cities and digital municipal management, and combining with the mobile MAS developed by China Mobile, this research designs and develops the mobile municipal management enforcement system which is suited to actual conditions of the local urban management.The mobile municipal management enforcement system designed in this research can solve or partly solve the problems in the existing municipal management. Under the background of civilized law enforcement advocated by the government, this system can enhance municipal management enforcement measures by means of technological methods, improving law enforcement officers’qualities and standardizing law enforcement environment and building harmonious society by means of advanced network system platform.On the analysis of municipal management demand and by means of the basic hardware environment offered by the mobile MAS, this research designs and develops the digital municipal management system platform, solving such problems as the mobile municipal management enforcement demand, the query support for law and regulation database, gathering evidence and treatment in the civilized law enforcement process, and dealing with the unexpected events.
