Abstract


Since China has proposed building a national innovation system with Chinese characteristics, particularly in the Chinese Academy of Sciences Knowledge Innovation Project pilot units, the state has invested a lot of people, financial, material and corresponding supporting policies a strong impetus to this work smoothly carried out. In the national implementation of the knowledge innovation project pilot, such as institutional mechanisms for the management and operation mode, therefore, it is particularly important to explore the establishment of the operating mechanism of knowledge innovation characteristics and suitable for China's national conditions. Define the connotation of knowledge innovation and features based on the analysis of the relationship between knowledge innovation project and the national innovation system, knowledge innovation project by cattle production knowledge, diffusion and transfer of relevant agencies and organizations constitute the network system concept. And built from the organization of the knowledge innovation project, institutional and management systems as well as the conditions for scientific research support and other aspects of the operation mechanism analysis, put forward the basic concept and content of the operating mechanism of the Knowledge Innovation Project. Through domestic and international innovation system operating mechanism analysis, pointed out that the current problem of China's national innovation system. Knowledge Innovation Project, in the analysis constitute a system of actors and the system elements and their mutual relations on the basis of the proposed activity center of the various elements of the system is the flow of knowledge, while the flow of knowledge determines the efficiency of the innovation system run performance; through the analysis of system variables, the relationship between the system variables, and the system is running backtracking link analysis and critical path analysis, building the knowledge innovation project system operation model; analysis with the four elements of technology evaluation design, build research evaluation system the basic framework.
