Abstract


With the development of economy, China has emerged more and more strong economic strength of the enterprise group, in the national economy accounting for a very important position. Enterprise group management is a core problem of integration, and the comprehensive budget management is one of the few to enterprise management, the most key prediction, control and evaluation function associated with the management system is one of the main enterprise group management. But with the change of business environment, the comprehensive budget management was more and more criticism. Among them there are two problems namely: between strategy and performance evaluation of the incentive problems caused by failure. In this paper, the comprehensive budget management theory and application of the construction environment is the introduction of the system; Find and puts forward the comprehensive budget management in the application of the existing two major difficulties and solve the two problems of importance; Introduces the previous proposed solutions; Puts forward the comprehensive budget management in the integration of the balanced scorecard to simultaneously solve these two problems is proposed, and its application to a certain extent, this paper gives the general ideas and integration of comprehensive budget management further development found a way out; Also solved the balanced scorecard theory perfect, attractive but practical application difficult question, for our country enterprise to continue to raise the management level and competitive provides a new way of thinking.
