Abstract


The article chooses civil servants capability-based training mode as the research object, it is deemed that by means of optimizing and innovating the constitutes of capability-based training mode, the mode will be constructed in which government and civil servants will achieve "win-win" situation .To the current problems of training mode about civil servants ,the article analyzes them from six aspects, and puts forward the corresponding measures .for the sake of increasing the feasibility of capability-based training mode, the article also introduces and absorbs the successful experience of developed countries about capability-based training.The paper includes five parts. The first part is the introduction about the cause of the title selection, research meaning, and the survey of the related research both at home and abroad. It also indicates the research approach and innovation of the paper. The second part introduces the related theories about capability-based training mode construction, which includes learning and pullulating theory, capability-based management theory, and iceberg model theory. The third presents the training mode of civil servants: training mode classification is in the first place, in the next place current training mode in our country is introduced, and in the end analysis is made about the existing problems of training mode in our country. The fourth is the introduction about how capability-based training mode is run successfully in foreign countries. Finally, the last part of the paper states the construction of capability-based training mode in our country. As a conclusion, the article points out that capability-based training mode mainly includes three layers: exertion layer, management layer and resource layer. According to the essential analysis about every layer, the article proposes effectively-run mode of capability-based training.
