Abstract


Private Economy, came into being during the further development of China’s socialist market economy, is rather unique with Chinese characteristics. To develop private economy is of great significance in optimizing the economic structure and promoting the shift of economic development patterns, accelerating the rising of Anhui Province and bridging the gap between Anhui and developed districts. It is also effective in alleviating the employment pressure and increasing financial income, pushing forward the coordinated rural-urban development. However, private economy still meets with different kinds of problems or even fetters in its development, and private enterprises encounter more difficulties especially during the global financial crisis in recent years. Therefore, there exist many obstacles to overcome to ensure and enhance the healthy growth of private economy.The author of this thesis starts with a brief introduction of private economy’s history, and then summarizes chief achievements of private economy in expansion of quantity, contributions to society, increasing enterprises, improvement of technology and creativity ability, etc. Then he analyzes the challenges that private enterprises face with like pressures from competitions outside and the upgrade and update industrial structure, and their requirements in market, financing, quality, talents, political supports and development environment and so on. Also, he points out the restrictive factors in market admittance, financial environment, competition and the like, and makes a detailed study on the functions of government in strengthening guidance (such as guiding their economic structure transition), enhancing support, optimizing services(like establishing the encouraging and ensuring system), creating good conditions, etc. Based on his meticulous research, the author hopes that his achievements can benefit not only the owners of private enterprises as references but also the relative governmental departments for their policy making as theoretical basis and data support.
