Abstract


Contemporary Chinese urbanization and urban construction in the height of the city 's rapid development process, some construction abnormal situation is very worrying. Based on the current development of Chinese public art and lag analysis of the causes , we can see the imperfections of the operating mechanism of public art and policy planning loopholes and blind spots deeply constrained ecosystem as an important symbol of urban civilization, the development of public art , of course, behind this is a deeper sense of lack of public spirit and aesthetic reasons . Especially in the international urban growth in some developed countries , public art to enhance the quality of environmental aesthetics and cultural contributions have become increasingly prominent , and its operating mechanism itself is public , rational and systematic also growing. However, in China , interdisciplinary financial management, planning , urban , urban sociology , communication studies , art , and environmental ethics and other philosophical theories and perspectives of different disciplines on the basis of a comprehensive set of public art policies, plans, legislation China is still its infancy . For this reason, the sense of responsibility of experts and scholars at home and abroad prompted us to accelerate public art comparative study of policies and regulations for urban managers and builders to provide a more complete line with China 's national conditions of public art legislation, policy knowledge texts in order to reduce urbanization modern public art low-level construction of regret. Mechanisms and management of this public art project , through the Chinese public art status quo analysis of the underlying causes and foreign public art operation mechanism and management system to do a comb and theoretical discrimination , the purpose is in the city's top decision-makers and professionals persons heigh , standing historical and theoretical perspective to understand today's China urban construction of the many problems of public art , public art operating mechanism and thus promote the development and improvement in our country , and to promote the full range of public art -related legislation and public policy research .
