Abstract


Technological Talent creators and carriers of advanced knowledge, advanced scientific and technological knowledge and technical experience is considerably Chemical literature widely spread mainly through the exchange of scientific and technological personnel, the liquidity spread. Knowledge spillovers is a source of regional scientific and technological innovation and scientific and technological progress of the booster, and a growing number of studies show that knowledge spillovers is the fundamental way to improve the regional technological innovation capacity and regional competitiveness. Technological Talent Aggregation premise, how to promote the knowledge spillovers generation, should be the current theory and practice of community issues of common concern. In view of this, the study looks at a new way to explore the knowledge spillovers generated from the angle of Technological Talent Aggregation focuses on five influencing factors of the institutional environment, economic environment, science and technology, environment, education, environment and social environment, science and technology talent gathered under the role of knowledge spillovers and enhance. This study first proceed from the fundamental research, combing the literature of knowledge spillovers and technological knowledge spillovers talent gathered under the theory of knowledge spillovers and talent gathered, the connotation and characteristics of knowledge spillovers, knowledge spillovers the definition and characteristics of scientific and technological talent, scientific and technological talent aggregation phenomena, and scientific and technological talent aggregation effects were analyzed and discussed. Secondly, on the basis of the literature review, the paper analyzed in theory reasons and based on science and technology talent gathered under the knowledge spillover effect in the system, the economy, science and technology, education and social five environmental factors Talent Aggregation knowledge spillovers effect, as well as science and technology talent gathered under the knowledge spillover carrier morphology and overflow. Further proposed the scientific and technological knowledge spillovers talent gathered under the mechanism of factors affecting model. Effects and knowledge application effect knowledge spillover effects into the model of knowledge creation, knowledge spillover effects of factors, including the five dimensions of the system, the economy, science and technology, education, social. The five areas of environmental factors on the generation of knowledge spillovers and positive role in promoting. In this paper, the hypotheses on the basis of theoretical analysis, evaluation index system constructed empirical research. Again, Qingdao example, empirical study science and technology talent gathered under a variety of environmental factors on the generation of knowledge spillovers, the study found that five environmental factors on knowledge overflow create effects significantly and play an active role in promoting; economy, science and technology, education, and social four environmental factors on the effects of knowledge spillovers application significantly, and play a positive role in promoting. Based on the results of the above analysis, the paper put forward the suggestions to promote science and technology talent gathered knowledge spillovers. Finally, the article summarizes draw the conclusions of this study and the research prospects.
