Abstract


China 's scientific research efforts has been tremendous progress after decades of development , investment in science and technology funds or personnel to invest in a yearly basis , but the quality and efficiency of the research was out of proportion to the growth of investment in science and technology . Public research institutions as the national team and the backbone of China 's scientific research system , its status and size play a vital role in the whole research system . Study of public research institutions in China , and a clear understanding of its current situation and problems , is to carry out in-depth reform of the science and technology system , a necessary prerequisite to improve research quality . This paper uses comparative analysis , public research institutions in the management system as a starting point , select research areas close to the research institutions from the United States, Britain , Germany , France and other developed countries , namely the United States National Institutes of Health , the UK Medical Research Council , the German Max Planck Institute for the Advancement of Science Society , the French National Centre for Scientific Research , and representatives of public research institutions in China - the Chinese Academy of Sciences, the number of management system of horizontal comparison , a careful analysis of reasonable draws on the experience of developed countries, public research institutions to manage , improve of public research institutions in the management system is suggested. Text composed by the introduction , text, references section . The text is divided into three parts : the first part (Chapter II) define the concept of public research institutions on its main task brief overview of the United States, Britain , Germany , France and the science and technology system overview and Shikoku public research institutions ; first the second part ( the third , four, five , six chapters ) from four aspects of the mode of organizational structure , human resources management mode , the mode of fund management , strategy development management model for public research institutions both at home and abroad comparative Study ; part III ( seventh chapter ) to make recommendations to improve the management system of public research institutions . The limitation of this study is that due to the limitations of time and the level of personal research , it is not possible for a more in-depth and comprehensive analysis of the public and foreign research institutions management system characteristics , especially due to objective conditions, public research institutions abroad direct communication and understanding is still very limited , so that article there is a certain lack of depth and breadth , and needs to be further explored .
