Abstract


Market-oriented reforms of China 's electric power industry , government regulators no longer guarantee of generating investment recovery and a reasonable return on investment . Accordingly , the power generation companies are no longer the responsibility to ensure adequate power supply . Well, in the electricity market environment , how to ensure that the electricity supply sufficient investment incentives has become a critical issue . Most of the previous research on electricity investment incentives using economic means , this paper is mainly from a regulatory point of view to analyze how government regulatory policies impact on electricity investment incentives . In this paper, the influence diagram theory unit profitability analysis model to assess the standard of sewage , sewage charges , the price ceiling , the government pricing and capacity price control policy changes typical unit profitability . And empirical analysis of a grid , get the results of the quantitative impact of regulatory policies on the profitability of the unit proved control policy is an important factor to affect the profitability of the unit . In the development of regulatory policies , the government should consider a policy on the possible impact of generation investment incentives in order to protect our country 's electricity supply . Investment from a regulatory point of view , for the power to motivate the study provides a new way of thinking and methods .
