Abstract


Along with our country joining WTO officially, our country’s monetary system reform isenlarging and the speed is speeding up to greeting the huge finance challenge overseas.However, the multitudinous finance branch office which appears in this process contractsfrom the general rural areas and to the rural above, the rural credit association formed a largeamount of bad loans and the loss puts on somebody’s account in the history, cloth wrapperheavy, the absorption of deposit is difficult, fund anxious, incapably expanded the supportingagriculture credit scale, in addition, the agricultural insurance and the venture capital are short,as well as the rural fund escaping which was caused by many kinds of factors. All these reasons make“the fund bottleneck” formed in agricultural development process to be more prominent.Therefore, the financial support for agricultural development is a topic which is worth studying.In the financial support for agricultural development aspect, the foreign experience may give usmany enlightenment.This article obtains from the financial backing agricultural development theoreticalanalysis, and it is divided into three parts altogether:First part: Introduced the financial backing agricultural development rationale, carried onthe analysis to the agricultural fund supplies and the demand and the analysis to the necessityof financial backing agriculture development;Second part: Through the introduction of financial backing agricultural developmentsituation in American, Japanese, German, South Korean, Indian, and the comparison of them,we obtains the enlightenment to our country;Third part: Proposed the device to our country’s reform of financial backing agriculturaldevelopment: the innovation of the financial system, the financial product and the service, thegovernment should formulate the corresponding financial laws and regulations to support theagricultural development.
