Abstract


Our country is one big country in the respect of people and agriculture. The problem ofagriculture、village and the farmer have been one of the cruxes in the course of our countrymodern construction. how to realize the agriculture modernization as soon as possible,improve level of agriculture economy development significantly, increase farmer’s incomeeffectively, improve farmer life, also become the crucial problem that the party andgovernment have paid attention to for long-time. In this progress, how to rely on the marketeconomy, through consociation of economic profit、organization、individual farmers to carry onscale and professional production on the basis of family consociation contract for land.Moreover, farmer can get economic benefit that they can’t get formerly. But the fact ofagricultural business enunciate that a series of negative factors have appeared along with ourcountry market economy system reform gradually and deeply, the agricultural market turndegree continuously, function of government convert slowly and unreasonable profitrelation 、economic structure、various contrary that is caused by joining WTO. So it isnecessary for us to analyze history position of agriculture industry, analyze problem and resultof agriculture industry progress objectively, further the examination of the condition andenvironment for agriculture industry, draw lesson from the broad, inquiry into measure thatgovernment enhances agriculture industry in the agriculture modern construction under newhistory condition. Ever since 2006, that the centre government raise the new village of thesocialism to improve the farmer life level, which is used to resolve “three agriculture’sproblem. This indicated, measure that government enhances the agriculture industry hasalready entered speedway. Under the big background of constructing new village of socialism,to study the function of government pushing forward agriculture industry, present importantmeaning of this research topic.The full text is divided into five parts totally: At the preface part, the thesis emphasize toelaborate the background and meaning of government pushing forward agriculture industry、domestic and international research state、research method、the research way of thinking andthe research contents. For the sake of the whole body, in the second part I analyze content 、characters 、the development stages、problem and reason that is exiting. In consideration ofexperience drew from abroad, I generally sum up experience concerning pushing forwardagriculture industry in the position of government, from some nations. In the Four-part, I putforward the path and policy,which is used to enhance function of government in the progressof agriculture industry. At last, I sum up the main standpoint and problem that is need tofurther research as conclusion.
