Abstract


New economic growth theory suggests that fiscal spending can effectively promote economic growth . Research under the framework of the new economic growth theory , the 1978-2003 Fiscal Expenditure and Economic Growth in Hebei Province theoretical and empirical analysis . Contribution to economic growth from the budgetary expenditure and the scale of fiscal expenditure , including budgetary and extra-budgetary wide caliber empirical research , and on this basis to further study the impact of the different nature of the financial expenditure on economic growth . The results show that the budgetary expenditure of a significant role in promoting the economy , but taking into account the extra-budgetary expenditure , the economic impact is not very significant role . In order to further analyze the different nature of financial expenditure on economic growth , according to the different nature of the financial expenditure sub - structure analysis , public investment in the nature of economic services of financial expenditure greater contribution to economic growth , to provide generalized human capital accumulation of social services type of financial expenditure and the administrative expenses of the protection of property rights , production environment on economic growth is negative, but not statistically significant . The reasons for these conclusions on the basis of the above empirical analysis , we conducted a further analysis , and on this basis put forward some policy recommendations to optimize the fiscal expenditure in Hebei Province .
