Abstract


As one of the leading, overall, and basic industries, the water market is an important lifeline of urban economic and social development of the material and technical foundation. Once the water market problems, the people’s vital interests will be threatened, and will trigger a series of serious social problems. As the municipal public utilities, there exists an obvious public nature and public welfare, China’s water industry has been a public system, but long-term practical experience proved that the Government to plan arrangements for the supply of mainly lack of competition, the public also a lack of personal interest to stimulate the full power. Therefore, the Government has set the investment and financing, construction, operation, maintenance, monitoring as one of the full manager’s position was not appropriate.This paper analyzes the market of China’s urban water system in the history and current status of property rights reform in several models and their respective characteristics, drawing on the foreign developed countries in the water market system of property rights, operation mode on the basis of lessons learned, proposed the establishment of modern property rights the system should follow the path of development. Namely, to strengthen supervision under the premise of market facilities will be part of the water rights and all rights to operate the building of the transfer of skills and experience to have the advantages of a professional water business operations, introducing the franchise business model-based, multi-property rights reform model of a combination of water the market reform of property rights and thus ensure that their price and security of public goods and services while increasing the quality and efficiency and enhance water carrier competition in the market and to achieve investment in water works to preserve and increase the value of water utility operations to achieve a virtuous circle.
