Abstract


With the acceleration of the process of China's aging population, the pressure on the payment of the social security fund has become increasingly grim. In order to preserve and increase the value of the Social Security Fund, based on the principle of safety first, while various channels to raise the social security fund to invest in the capital market, to cope with the aging of the crisis in the future expect to obtain the higher income. Papers from the concept of the social security funds and the capital markets, the characteristics start to begin to define the scope of the study; then emphasized the relationship between the two, that the Social Security Fund as a social security system, the fundamental material guarantee, only its invested capital market share of economic development results, in order to realize the function of the play in the social security system; social security fund to enrich the capital market, and to promote economic development also play a major role. Next analyzes the status quo of China's social security fund investment running, affirmed the achievements of the social security fund investment in the capital market, the social security fund investment in capital market, however, there are still many problems, such as lack of effective value-added way, risky investment. Especially in the face of oncoming turbulent global financial tsunami \In the face of these problems, the author also examines the case of investment by foreign social security funds in the capital markets, and draw future investment experience of Chile, the United States and Singapore, China's social security fund in the capital market for investment in the direction of the reform efforts. Analyzed in the case of the current global economic downturn, China's social security fund to implement a reasonable investment in the capital market, should follow the safe, prudent investment philosophy, in order to ensure its security in the capital markets and profitability; innovative investment tools, actively choose to expand investment channels, reduce investment risk, looking for a safe and reliable funds entrusted managers; Social Security Fund are encouraged to participate in large-scale infrastructure projects in the form of a trust investment; combined with China is still incomplete the actual conditions of the capital markets continue to deepen the reform of the capital market, in order to improve the social security fund investment market environment; stressed that the responsibility for investment of social security funds should assume the responsibility to stabilize the stock market, positive interaction towards the capital market and the social security fund. In short, the reform of the social security fund investment in our country, we should start with the long-term, global and strategic perspective, multi-angle measure of pros and cons, and make the right policy choices, explore a social security fund investment in the road with Chinese characteristics.
