Abstract

The policy-suported agricultural insurance is important content of the risk safeguard system,government agriculture protection policy and social security policy. It is the the policy tool by which the government supports the agricultural.As far as China is concerned, the policy-suported agricultural insurance is beneficial to establish systerm of preventing and reducing natural disasters in the vast rural areas, give off the spill-overeffect of agricultural risk management and fill up the deficiency of compensation on natural disasters. It is beneficial for government finance to surpport the agricultur by GreenBox policies of WTO. It can promote the process and restructuring of agriculture industrialization, popularize agricultural techniques and promote the credit rating of agricultural managers. It can promote areal economy restructuring under special circumstances. The problems facing China’s agriculture, rural areas and farmers were payed much more attention by the government from the late 2003. The No.1 files of gerneral government from 2004 to 2009 require that the policy agricultural insurance should be set up faster, some production or area can be selected for experiment and the farmers who take part in the agricultural insurance can be given benefits by the government. It also demand that the area for agricultural insurance experiment can be enlarged and the comercial insurance institutions which want to develop the agricultural insurance should be encouraged and so on. Following the rules, China Insurance Regulatory Commission and local government have taken some measures to push forward the agricultural insurance to a new level.China Insurance Regulatory Commission proceeded the policy-suported aricultural insurance in Hei Longjiang Province, Jilin Province, Shanghai City, Xinjiang Uygur Autonomous Region, Inner Mongolia Autonomous Region, Hunan Province, Liaoning Province, Sichuan Province and Jiangsu Province in 2004. Some province as Anhui, Guangdong, Zhejiang etc. which are not selected as the experiment area proceeded the aricultural insurance personally at the same time. It is a bit slowly of Shandong province on the aricultural insurance proceeding. The professional agricultur insurance institution had been established in Shanghai City, Jilin Province, Hei Longjiang Provnce and Sichuan Province in 2004 and the agricultur insurance proceeds in there own way with distinct characteristics in Xinjiang Uygur Autonomous Region and Zhejiang Province, while the policy-suported agricultur insurance programme in Shandong Province is just in experiment. The theoretical research on the experiment is of great significance to quicken the pace of policy-suported agricultur insurance in Shandong Province.Shandong Province is a big agricultural province, which can provide good policy environment for conducting the agricultural insurance research. The article analyzes the problem discovered through the experiment pilot launching on the angle of insurance, provides the proposal and puts forward the policy-suported agricultural insurance of Shandong province. There are five parts of the article. The first part is introductory remarks, mainly introducing the research goal significance, the domestic and foreign research present situation, the research content and the method. The second part mainly analyzes the province sentiment of Shandong policy-suported agricultural insurance, proposes the agricultural insurance to the Shandong Province implementation agriculture internationalization strategy, the region economy coordinated development vital role. The third part is carries on the analysis to the Shandong agricultural insurance implementation plan and the experiment site movement condition. The fourth part has discovered the existence question and the reason through the analysis. The fifth part mainly is to the Shandong Province policy-suported agricultural insurance movement proposed the countermeasure suggested, has certain significance to the enrichment of policy-suported agricultural insurance theory and the practice.
