Abstract


1985 National Sports Commission decided to carry out the original selection of national sports advanced county activities to promote the rural grassroots sports activities into a new stage of development, the selection of activities around a strong impetus to the development of sports. China's 1.3 billion population, the county population of 920 million, accounting for 71.6% of the total population of the country, county work not only for the promotion of rural sports sports development is important, but also for the national sports a huge role in the reform and development. The development and construction of sports venues, especially the development of public sports venues, improving sports training, competition and fitness activities as a condition to ensure that the \Career development as a sports stadium important material foundation, especially sports advanced counties stadium construction, the development of sport in our country has played an exemplary role, a strong impetus to the development of rural sports, and promote China's sports undertakings comprehensive development of China's deepening reform and development of sports undertakings accumulated valuable experience. Empirical survey data show that sports advanced county stadium construction has made remarkable achievements, its stadium substantial increase in the number and size; sports category gradual diversification; stadium input structure is becoming more rational; stadium management to manage from a closed open to change; sports and leisure places employees is increasing. Meanwhile, there are some unsatisfactory aspects, sports less poor quality; lack of capital investment to become the bottleneck of the development of sports; management level needs to be improved; regional sports development imbalances; stadium structure and layout to be further improved. Sports stadium is an important material security, the construction planning and investment-led inevitably to rely on the government's administrative guidance, the county as a government has the responsibility for the general public to provide the necessary fitness facility, therefore, proposed township integration, complementarity between towns and coordination between urban and rural development, regional individuality and overall systematic development, site construction of County Stadium social development concept, and take appropriate measures to develop the stadium, that stadium was constructed based on the county National Fitness Service System; further improve the stadium policies and regulations, strengthen enforcement; increase public sports facilities construction investment; sports facilities construction should be based on reality, meet the development needs; make full use of space resources, improve open rates. With the steady development of China's social and economic high-speed urbanization, accelerated urbanization, construction of sports facilities to meet the needs of rapid development market, accelerate the pace of building new socialist countryside, presented to our county stadium proposal evaluation criteria .
