Abstract


With the acceleration of the process of China 's urbanization and population migration flows , the rural population aging problem is serious, most elderly pension can not be guaranteed , the establishment and improvement of rural social endowment insurance system is imminent . At the same time , due to the large differences in regional socio - economic background , rural social pension insurance there are regional differences , hinder the development of the rural social endowment insurance . Based on the premise of uneven regional economic development around the aging of the population to varying degrees , focusing on the establishment of rural social endowment insurance system in line with local conditions . In the text , taking into account the traditional sense of the three regions divided difficult real reflects the uneven development of rural area , this article further division of China 's rural social endowment insurance regional differences to take the cluster analysis method , as the building of rural social endowment insurance regional co-ordinated basis in reality. Explore our regional institutional arrangements and co-ordination to achieve path from the angle of institutional arrangements to use the theory of the science of economics and social security , to provide a reference for the National Co-ordination of rural social endowment insurance , a system of innovation . Specifically, this paper mainly studies the following aspects : first , to collect relevant literature , summarize and generalize this stage of rural social endowment insurance . China 's rural social endowment insurance through the history of rural social endowment insurance , the relevant data and case analysis , pointed out that the existence of regional differences, and come to the need for regional co-ordination of rural social endowment insurance . Third, China 's per capita GDP , per capita fiscal revenue , fiscal expenditure per capita , per capita net income of farmers , the population over the age of 60 , the total population the proportion of five indicators based on the country 's 31 provinces and municipalities clustering into four categories, namely uneven between regions , and also consider the uneven within the region . This as building the basis for further study of the regional co-ordination of rural social endowment insurance . Fourth, establish a rural social endowment insurance regional co-ordination principles and targets to be achieved , areas of rural social endowment insurance system of co-ordinated arrangements to reach rural social endowment insurance areas in China 's social and economic development co-ordination Select the path .
