Abstract


From the 1980’s, with the reform of educational system unceasingly thorough, the higher education of our country entered the new historical stage, stepping into the diverse and popular path. As an important constituent in higher education, our country’s Higher Vocational Education has obtained the considerable development. Especially from 1999, the college large-scale expansion has brought the new opportunity for Higher Vocational Education, which causes the Higher Vocational Education enters the historical speedway. The universities quantity enrolled students and the graduate scale, and the teaching quality have all obtained the encouraging achievement, appeared the new breakthrough.However, any development is always not smooth. There is often some crisis concealed behind the prosperity. The Higher Vocational Education is not exceptional. Some impossibly avoided questions are exposed day by day before us, together with prosperity: The government’s role vacancy coexists with the offside, the unfair of the financial support treatment, and the lag of students enrollment system. The survival and the development environment are difficult;the overall appraisal of the society is not high;the prejudice of the student and the parents is serious;the registration rate and the employment rate are lower and lower. Some Higher Vocational College hasn’t the clear guidance, building repeatedly, non-characteristic, the discipline quality declining. The promotion and the change of the name are more and more popular, the de-professional phenomenon is serious. The employer approves the degree to be lower, the competitionenvironment worsens, the graduate’s employment is difficult......In brief, thecontradictory is intriguingly. The future that we faced is not a main road. Today, the goal of our country’s higher education popularity has become the reality. The relation between the higher education and the social economical development is more and more closed. However, if our country’s Higher Vocational Education wants to act a more important character, there is a very long way.Although the question is undoubtedly unorganized, research it clearly, and we mayconcentrate the vision to one point finally-the localization question of the highervocational education. In macroscopic view, the Higher Vocational Education is suffered with inhospitality, prejudice, even discrimination form the society ,because there is aproblem about the value localization of Higher Vocational Education in the social system;In central view, there appears the school guidance unclearly, the goal hastening with the same, the structure being unitary with the same reason;In microscopic view, there appears the non-divided characteristic, the unclear individuality, and the impossible employment, because Higher Vocational Education exists interior localizational questions. Obviously, today’s higher education is popular and diverse, no matter what level appears the localizational problem, our country’s Higher Vocational Education will wander longer in the wrong way, even fall into the wrong path.The essay includes five parts: The first part opens from the question, proposing the necessity of our country’s Higher Vocational Education Localization research. The second part emphatically introduces the concept, the principle and the theoretical analysis frame of the Higher Vocational Education Localization research. The third part reviews the development course about our country’s Higher Vocational Education, and together with comparative review of the international Higher Vocational Education, carrying on the generalized analysis to the error zone and the reasons of localization in our country’s higher education;The fourth part constructs the new frame to our country’s Higher Vocational Education Localization, and assists with the real diagnosis from microcosmic, central and microscopic three views. The fifth part makes the further forecasts to the realization strategy of the Higher Vocational Education Localization, from the market regulation mechanism and the government macroeconomic regulation.
