Abstract


Rural relations has been the academic concern. Although the system of rural relationships between the text of the provisions in principle , but in real life , the township government and village much like the relationship between the law as simple and uniform . Township government and village committee dysfunctional relationship between , the rising conflict is more prevalent , this grass-roots democracy and the negative impact of rural governance can not be ignored , a serious imbalance in the relationship between villages also a direct threat to the stability of rural society . Initiated by the central government from top to bottom reform of rural taxes and the farmers in the adjustment of national economic relations , but also for the development of rural relations into a new variable. Tax reform on rural relations , what kind of impact ? Rural relations are thus reconstructed ? Article township in Henan S Case , through field research, select from family planning , village elections and rural public goods supply three villages governance normal event to examine rural relations , after the reform of rural taxes and fees summed relationship showing the new features . Then analyzes how to change the rural tax reform relationship of these changes on what impact rural governance . Finally, the relationship between economically backward rural areas made ??a preliminary interpretation that tax reform is only part of the change in the rural relations , rural governance failure situation has not improved.
