Abstract


Housing is an important livelihood issues. Our Government attaches great importance to solve urban housing problems, and always to improve the living conditions of the masses as the fundamental purpose of the urban housing system reform and real estate development. In the two decades, as the deepening of the housing security system reform and the rapid development of urban housing, urban housing conditions have been greatly improved in the mass. However, it should be reminded that the building of China’s urban low-rent housing system is lagging behind, affordable housing system is inadequate, many policy measures are unmatched, low-income family housing is also very difficult in some cities.On the base of summing up the predecessors’related theories, the paper uses principles of Marxist political economy to improve the supporting theory of housing security. Then by making a comparative analysis of the foreign housing security system and learning from their successful experience, combined with the situation of building housing security in Fujian Province, the paper tables some policy proposals to improve the current housing security system in Fujian.Firstly,the paper summarizes the research outputs on the housing security system and the basic economical theories surpporting the housing security system at home and abroad.Secondly,the paper introduces the developed countries’housing security system,such as USA,Japnese and Singapore. Furtherly, I summarize their successful experience in building housing security systems. Then the paper briefly introduces the history of China’s housing security system’development and its pressent situation.In the last chapter,the paper puts emphasis on discussing the problems of housing security system in Fujian province. And some policey proposals and measures are provided to improve the housing security system in Fujian province, including low-rent housing system, economical affordable housing system, housing provident fund system.
