Abstract


With the the 1930s Keynesian worldwide within the prevalence, deeper range more widely, the degree of government intervention in the economy. Seen, China is currently facing urgent pressure to open its government procurement market, how to open, open range, as well as in the negotiations and added as much as possible for the less competitive domestic enterprises to provide protection and cushioning period, reducing the opening of the national economy damage, become important issues to be studied. Legal circles for the research priorities of the government procurement is still concentrated in the domestic government procurement procedures to regulate and improve the effective use of finances, strengthen supervision, procurement open, fair, just, to prevent corruption from administrative or budget law angle. However, from the perspective of international law on the open with the protection of the government procurement market research papers and works relatively small.
