Abstract


The real estate industry is the basic, guiding and pillar industry of the national economy. Its continuous, healthy and rapid development, to a certain extent, depends on the government’s regulation and management. In this 11 years since 1998, there were a lot of problems because of the immature real estate industry, and made the government start the macro-control of this industry. On the macro background of the real estate market that developed from fast developing period to adjustment period and then to wake up period, this thesis using qualitative and quantitative methods, gives a research on the influence of the government’s macro-control on real estate industry in the Changsha-Zhuzhou-Xiangtan city cluster, and gives policies and suggestions of its future development.There are five chapters of this thesis. First, it explains the overall research background and the current situation of the research at home and abroad, and represents the goal and the research ideas of this thesis. And then it summarizes the basic theories, for example: the flaw of the market mechanism, the macro-control and the policy system, that were needed by the research on the influence of macro-control policies over the real estate in Changsha-Zhuzhou-Xiangtan city cluster, laying the foundation for the following. The third and fourth parts are the main chapters of the thesis. The third part integrates the different development’s steps of the real estate and the government policies in each step, especially the macro-control policies after 2004. By integrating the theory and practice, the thesis gives a compositive analysis to the influence and problem of the macro-control over the real estate in Changsha-Zhuzhou-Xiangtan city cluster. The forth part is for the macro-control policies in mainstream countries and districts, and the inspiration to China. Most of the countries suffered or are suffering the problem of“market failure”in their economic development. This chapter sums up the successful experiences of the macro-control policies of real estate industry in the USA, France, Japan and Hong Kong, in respect of land, finance, tax and housing insurance policies, and proposes some enlightenment combined with the current situation of our country. For the problems, the last part gives some suggestions to the control policies of the real estate industry, to provide a reference for the coming government’s macro-control policies and the further study and analysis to the real estate in Changsha- Zhuzhou- Xiangtan city cluster.
