Abstract


From present agriculture and rural economy development and its history in China, input to agriculture is the key to solve "Three Nongs" issue. The stand of this article is to establish a rural in vestment& finance system conformable to Yunnan’s rural market economy development to ensure the plenteous and effective financing input to agriculture, healthy development of agriculture and rural economy and the continuous increase of the farmer’s income through reform.Yunnan is the special stricken province, peasants issue is particularly acute. In urban and rural areas, the ever-widening gap between different regions in case, if cannot improve Yunnan’s rural in vestment& finance system, not only can affect to Yunnan rural area healthy develops, but also can affect to entire society harmony.The dissertation focuses primarily upon the theories and empirical test of institutional transition and initiation of Yunnan’s rural investment & finance. Drawing upon the Farm investment theory and three big typical theory of Agrarian finance field, it has defined the scope of the investment & finance and the frame of the rural investment & finance institutional concept. Analyze the opportunity of Yunnan rural area reform of investment and financing systems is already mature, as well as analyze current Yunnan’s rural investment & finance system at the theoretical and empirical level, diagnosed the causes of the problems existing in the in vestment & finance system. It also has put forward a new pathway to the Yunnan’s rural in vestment & finance system, based upon the Yunnan’s rural Industrial structure adjustment.Finally, the author has come up with some feasible strategies for the rural investment & finance system initiation in accordance with Yunnan’s current rural economic and investment & finance system.The basic conclusion1、The lack of the rural investment & finance system of the modern market-oriented economy is the fundamental root of "the issue of agriculture, countryside and farmers" in Yunnan.By analyses the current situation of Yunnan’s rural in vestment & finance system to help us understand the absence of the investment & finance system of the modern market economy, plus the lack of investment subjects to solve "the issue of agriculture, countryside and farmers", has resulted in the loss of sound capital-generation mechanism of rural economic growth, which has led to the unreasonable distribution of public funds for agriculture, inefficient arrangement of capital, and as a result, there has occurred a "hole" in rural finance. Consequently, Large amounts of folk capital and foreign capital has to come a halt before the worse investment environment, and rural economic development and rise of farmers’income are plunged in to a kind of evil circulation.2、Cultivate Multi-investment & finance system is the key to dispose of the issues of agriculture, countryside and farmersThe pattern of government-dominated loans and fiscal funds does not promote the increase of investment in agriculture and rural areas efficiently; moreover, the government and financial organizations solo cannot provide sufficient loans and fiscal funds to agriculture. In Yunnan’s rural economic development, there have occurred the shortages of investment and inefficient arrangement of capital; the two factors more or less restrict the rural economic growth. In other words, only funds do not help to solve the existing problems. Industrial and commercial capital or folk capital should be fully invested into the agriculture and rural areas; meanwhile measures should be taken to strengthen rural financial markets and public property system to raise the efficient arrangement of rural capital; and farmers should be mobilized to invest their own capital in agriculture, etc. Only through building up a market-oriented investment & finance system, nurturing multi-investment & finance in situation, and constructing a healthy rural capital generation mechanism, can the issue of agriculture, countryside a and farmers be solved substantially.
