Abstract


The general concept of a metropolitan area(district) is a large population centerconsisting of a large city and its adjacent zone of influence, in a metropolitan area, itis sufficient that central cities together constitute a large population nucleus togetherwith adjacent communities having a high degree of social and economic integrationwith that core. The research both theories and cases on metropolitan areas by Chineseacademicians started at 1980s, from that time on, a group of metropolitan areas havecome into being in China including Urban Agglomerations on the Yangtze River Delta,Pearl River Delta and the capital Metropolitan Coordinating Region, which are knownall over the world.Take Jinan Urban Agglomeration(seven cities which constitutes Jinan, Zibo,Tai’an, Laiwu, Dezhou, Liaocheng and Binzhou)in Shandong province as a case,Based on identifying the boundary of Jinan metropolitan economy area, this thesisadvances the space structures system and spatial heterogeneity patterns of this area;analyse the basic condition and mechanism on constructing a metropolitan areaamong cities in Jinan Urban Agglomeration;analyse the industry developmentcharacters of Jinan metropolitan economy area and zones the whole area into severalindustrial development belts;at last, puts forward several suggestions on thedevelopment strategies in Jinan metropolitan economy area. As a result of this study,some main conclusions and viewpoints on constructing Jinan metropolitan economyarea are detailed as following.1)Based on some accepted methods advanced by Y.X. Zhou, P. D. Converse andso on, this study, by the help of GIS spatial analysis, identifies Jinan as the central cityof the metropolitan area together with six adjacent cities as secondary sections. Thestructures system of Jinan metropolitan economy area is a spatial and syntheticpolymers coupled organically by cities in Jinan Urban Agglomeration with differentdevelopment degrees, grades, social and economic relationship and spatial locationsthrough various flows of substance, power, information and knowledge.2)To study the basic condition and mechanism on constructing a metropolitanarea among cities in Jinan Urban Agglomeration, economic location, infrastructure,economic strength and general strength of different cities are analyzed and evaluated.To evaluate the general strength of different cities in Jinan Urban Agglomeration,factors such as economic scale, general benefits, external connections and socialstrength are selected. The results show that, it is possible and essential to construct ametropolitan area among cities in Jinan Urban Agglomeration to improve theintegrative economic strength of this area.3) Based on analyzing the relative advantages, competitive advantages andregional industry development characters in Jinan metropolitan economy area, thisstudy, using GIS technology, zones the whole area into three industrial developmentbelts which are named respectively for middle-east-industry-service-belt,northeast-spin-engine-modern-farm-belt and south-eco-tourism-belt. In themiddle-east-industry-service-belt and northeast-spin-engine-modern-farm-belt, somesub-regions are particularized according to secondary social and economicheterogeneity patterns.4) As an applied study, this thesis puts forward several designs and suggestionson the development strategies in Jinan metropolitan economy area. It is proposed totake full advantage of technology, knowledge and markets in Jinan, the primacy cityof Shandong province;to construct a “1+6” spatial pattern by putting both zonarystrategy and axial strategy in practice;to set up a top-bottom management systemsuch as a “Metropolitan Management Committee”;to develop five industrial clustersand extend six industrial value chains;to make tactic planning for the developmentand construction of Jinan metropolitan economy area;et al.
