Abstract

Rural Bank matters with the economic growth and employment of China. Rural Bank is the key to the reform of rural financial increment. Of how well-managed village banks, the achievement of sustainable development is very important and urgent issue, with important theoretical and practical significance. Now, however, did not form a more in-depth, systematic theory of village banks. In order to deeply understand the operation of village banks, and village banks to provide theoretical guidance for sustainable development, this issue was explored in order to start a discussion.This paper argues that the system is the core of village banks theory, therefore, the theoretical framework of institutional economics will be applied to the establishment of village banks, development, and as of the theoretical analysis of the core way of thinking. Of course, only theoretical analysis is not enough, so the article also visited to practice, analyze several important issues. Finally, a framework proposal is proposed.This article is divided into six chapters, is structured as follows: The first chapter is full of guidance, outlined the purpose of writing this article, research methods, logical structure and the main conclusions. Second, typical small bank’s practice at home and abroad to sort out the situation, summed up the positive and negative aspects of the Enlightenment. The third chapter, use the framework of institutional economics theoretical analysis. First, the optimal financial structure theory of the use of village banks in need. Then property analysis, including the ownership structure and corporate governance in two ways. Next, using the system and the Theory of Institutional Change Institutional Change of village banks and institution building. Chapter from the macro and micro levels of study the two village banks in the practice situation. Microscopic Examination of selected parts of an actual case, with banks competitive model to evaluate its operation. After the fourth chapter of the village bank practice of preliminary investigation, the paper that the village bank itself primarily in five issues: Location, funding sources, credit systems, operations management, prospects, in addition, rural banks to achieve sustainable development, but also establish and improve security, agricultural insurance, agricultural industrialization mechanism. We should gradually shift induced by the mandatory nature, and the incremental changes in the system of local radical model for property rights reform, to achieve the diversification of ownership structure and moderate concentration.3. Reality of rural banks high operating costs, scope of business of credit loans and guaranteed loans for the implementation of blocked, profitability is not strong, the overall development seems to be more difficult.4. For village banks are the major problems, banks should adhere to policy and commercial development of an appropriate combination of location, and actively explore and improve the fit of the credit system; the government should guide the flow of rural credit funds from the city, accelerate the improvement of the policy differences between rural banks, encourage large banks to support the development of village banks.5. Rural Bank of sustainable development requires its own efforts, but also security, agriculture, insurance, agriculture and industrialization of the construction of complementary mechanisms to address its risk diversification and compensation, increase profitability, and ultimately enhance the attractiveness of village banks run and business service quality, and gradually realize the needs of rural banks induced institutional supply.This lack and innovation is as follows: In summary, this article useful exploration and innovative work is:1.
