Abstract


As a new transport services, express industry has become an important carrier for the material flow, capital flow and information flow.For its safe, fast and convenient "door to door" through-type features, express service speeds up the world trade growth and global logistics market development, also become an integral part of service industry. Express industry develops quickly but its supporting management practices are not in place.It will cause potential risks in national security, economic order. Customs policy and management system is an integral part of foreign economic policy, Customs authorized by law to supervise the entry and exit express. Therefore, its important to study the Customs supervision of the entry and exit express.This article is based on the Customs supervision of the entry and exit express of Guangzhou Customs District.For the purpose of the express industry development and the Customs supervision, this article trys to make use of the theory of the new public management and the relationship between government and market, analysises the regulatory status of the entry and exit express. By analyzing the problem of the Customs supervision of the entry and exit express,it proposes reform measures of the Customs supervision which adapts to the trend of express industry. Study the strategies of regulating the express industry management from the Customs’s point of view.To provide a reference to improve the effectiveness of Customs supervision and regulate the express industry development. The main thesis of this article reads as follows:First of all, it explained the background and significance of the topics, identified the research methods and article’s system after understanding of the literature review. Secondly,it described and analyzed the the two aspects of the research—the development of the express industry and the situation of the Customs supervision.Third, it analyzed what causes the problem of the Guangzhou Customs supervision model.Fourth, it drew on the advanced experience of the foreign governments’s market management, particularly the management of the express industry by lessons learned and comparative analysed.For the current situation of the Guangzhou Customs District, it promoted measures for the Customs supervision of the entry and exit express,it also promoted the proposal to make the development of express industry healthily.
