Abstract

The export of the high-tech products is a critical index to measure the economic strength, tech strength and exporting strength. Although the export of the high-tech products is late beginning, the rapid progress has been made. Since the implement of the strategies of technological progress stimulating trade in 1999, the high-tech products exporting becomes the new growth point in trade, which has great contribution to our domestic economy. The present situation of our technical level is still far behind the international advanced level. Therefore, the improvement of the industrial structure and the enhancement of the international competitiveness are in urgent need.The paper makes the analysis of the high-tech products exporting from the aspects of the general situation, the market distribution, the trade pattern, the enterprise distribution and the structure of the exporting goods. The conclusions are as followings. The first is the rapid progress of the high-tech products exporting which is obviously more rapid than that of the export. Secondly, the high-tech products exporting market of our country is continuously stable. The developed countries and regions are the main ones. EU, America and Hong Kong are the top 3 countries, which accounts for 60% of all the market. Thirdly, processing trade is the main of the high-tech products exporting. The processing trade is made up by the processing with imported material and the processing with given material. The processing trade takes up 85% of the trade volume, while the processing with imported material exceeds 70%. Fourthly, the export amount of the foreign-invested company accounts for 84.3% of the total sum. Fifthly, the high-tech products exporting structure has the highly-intensive characteristic. The products of the computer and communication technology are the main domain of our exporting. The exporting of this category is up to $282.47 billions accounting for 74.9% of the total sum.In order to analyze the competitiveness of the high-tech products exporting, the international market share, the index of the trade competitiveness and the index of the revealed comparative advantage index are referred basing on the research of the present situation of the high-tech products exporting. The paper gets the following conclusions. (1)The market share of our domestic high-tech products is growing so rapidly that the South Korea, Singapore, Malaysia and other new pattern Southeast Asian Countries are surpassed. But there is still a wide gap between developed countries and China. The advantage in the computer field even exceeds the America and EU. (2) The exporting competitiveness index of the high-tech products is rising steadily since the negative value in 2004. The index of the computer and communication technology products at 0.59 in 2009 is the highest one in the high-tech products subdivision. The indexes of the remaining 8 categories are not favorable. Besides, the RC of the high-tech products is rising from the 0.82 in 2000 to the 2.08 in 2007. Therefore, the greater competitiveness has been gained.Then, this paper makes research on the factors influencing the export of the high-tech products. This part is divided into two parts in the macro aspect. One is in the domestic aspect. The FDI has the positive effect on the exporting scale, the export pattern and the exporting structure. The technological innovative factor directly influences the exporting competitiveness of the high-tech products by means of comparative price, the self-advantage and the structure. The influence of the supporting policies on the high-tech industry development should not be neglected. The tax rebate policies and the industrial supporting policies encourage the exporting activity leading to the rapid progress of the high-tech industry. The appreciation of the RMB would cause the profit shrinking and the withdrawing of the foreign invested enterprises, while in the long run, it could promote growth pattern of the high-tech to the innovative direction. The other is in the international aspect. The opportunity of the scientific and technical revolution is favorable to our market expansion. Besides, the strengthening of the trade protection, which is negative to the high-tech development, causes more technical barrier than ever before.After the analysis of the high-tech exporting problems, the paper gives the reasonable and effective suggestions according to the influencing factors. The first is to attracting foreign investment continuously. The second is the essential technological innovative strategy. Furthermore, a perfect legal system, the international cooperative strategy and the talent cultivation are all beneficial to the favorable environment, which is an important part for the high-tech industrial development.
