Abstract


It is the basic target of Chinese ethnic theories and policies to realize the nationals’prosperity. Especially, under the background of constructing the harmonious society and initiating vigorously the scientific development concept in the Central Party Committee, it is of strategic importance for national stability and economic development to speed up the development of the ethnic economic and to increase the self-developing ability.Huocheng County as a representative ethnic minorities border county in Xinjiang, within the boundaries, it has Sino-Kazakhstan International Cooperation Center and the Huoerguosi Port with full-featured, Qingshui River Economic Development Zone of the autonomous district level, 218, 312 Federal Highways connecting in Qingshui River, fine Iraqi Huo Railroad, Kui - match Highway, clear - Iraq First-class Highway in Huocheng County’s connection. The Huocheng County as the federal highway, the first-class highway, straddles zones north of Xinjiang in which the railroad connects together to trim the area transport hub, this kind of unique geography geographical superiority trimmed the opening for the promotion, the import and export processing and the import-export trade has provided an extremely superior and convenient platform.Rensent years, Huocheng County develops frontier trade positively with local features, backing on the its geographic advantages and explores a way of developing county economy depending on the frontier trade in the ethnic area of western China. It promotes the progress of all the ethnics of China and it is inspirational and referring for Xinjiang and the whole ethnic area of western China. The article takes the frontier trade of Huoerguosi Port to the Huocheng County multi-national area economic development’s lead role as a master line and has made the selective analysis, and pointed out the Huo Cheng County in depending on the question which and the key to the situation the frontier trade national economic development in the process exists, to explore the general rule and the experiences. Then it will be useful for the Huocheng County and other counties and cities like Huocheng to delelop its ethnical economy, increase the herdsman’s income and realize the economical reforming, and at last realize the economical and society’s harmony and sustainable development to the multi-national area of vital and practical significance.Based on the careful social investigation, according to theories of ethnology, economic and frontier trade and so on, target-oriented analysis will be put the concrete superiority and the influential role in national economy’s developing process of the frontier trade of Huocheng County. Of course, the enterprise’s competitive power which displays poorly in the Huocheng County’s development of foreign trade economy’s process, and the phenomena of sole goods structure, lack of professionals, the few national leaders and so on also to a great extent to restrict the frontier trade and the national economy development. Therefore, the author believes that under the background of Sino-Kazakh International Cooperation Center’s excellent comprehensive start, the Huocheng County can use Huoerguosi Frontier Port’s radiation effect better to lead the national economy development, we must first probably raise our own practical national cadres to help the national populace to set up the correct opening to the outside world and the market economy consciousness. Based on this, we must adjust the economic structure continually, promote the industrial development, realize the new pattern of industrialization, develop ethnical-charactered tourism, improve the herdsman’s overall quality, make guiding mechanism more perfect and improve the development environment of the foreign trade.
