Abstract

With the rapid development of economic globalization, especially with the promotion of WTO to the liberalization of trade, the development of international culture trade speeds up. In this process developed countries not only decide the content of culture goods but also exert great influence on the flowing direction and velocity of culture goods. The culture goods that flowed into other countries exert great influence on their culture sovereignty, national culture and social values, etc. Against the background of our country’s joining into WTO, the paper studies the impact, challenge and influence that the development of culture trade brings about and puts forward some countermeasures to the impact. The paper altogether includes foreword, conclusion and text The main content is as follows:Part one illustrates WTO about the rules of cultural trade and commitments our country made in culture trade. While joining in WTO means we must accept the restraint of its rules. So we have made necessary commitments on the premise of not endanger the fundamental interests of our country. Among them, the commitment about cultural trade becomes the main standard that rules the exchange of culture goods and service of our country and other countries all over the world.Part two discourses about the impact challenge and influence that the culture safety of our country has to face. After our country’s access to WTO, the challenge our culture security meets displays itself in the cultural industry, which bears constant pressure. Though our country’s culture consumption increases very fast, foreign countries’ cultural enterprises rely on the principle of "market access" striving to obtain one seat in our country. As our country fulfils our commitment to WTO, the negative impact on our national culture displays gradually, i.e. our country’s culture resources are eroded constantly, our national words right is being challenged. The access to the WTO of our country is on the premise of our certain sovereignty being released. So it is inevitable for legislative power of culture, the administrative power of culture and right to choose the culture of our country to face the challenge to a certain degree the rules of WTO. And at the same time the development of cultural trade will form impact on our culture sovereignty. After joining in WTO, our country’s major ideology with Marxism as guideline will suffer impact to some degree.Part three ?analyzes the reason why our cultural safety is impacted after the access to WTO of our country. First, the aim of WTO is to promote the liberalization of trade and reduce the tariff levels of all countries, and to promote the trade in goods, service and investment liberalization of countries all over the word. Consequently maintaining national cultural safety of a country against challenge is not the goal that WTO pursues. Second, cultural goods’ double attribute of economy and ideology become the basic factor of adverse effect to nation’s cultural safety. Third, the development of cultural industry of our country lags behind, the imbalance of supply and demand of culture goods is serious, and cultural theory innovation in our country is deficient all these consist of the inner factors of impact on our culture safety. At last, the competition of cultural industry of all countries all over the world aggravates. Based on rich fund, developed technology and advanced management, the trans-corporation becomes the foundation for output of cultural goods.
