Abstract


The predecessor of the common agricultural policy is the European Economic Community Common Agricultural Policy (CAP), it is the first common policy which European Economic Community implements, also is the core content of multitudinous common policy, with the customs union was considered together is the Europe economic integration two big props. At the beginning of the implementation, the CAP has played the pivotal role, but along with the European integration, and the new change of politics, economic, how the CAP continues to develop also attracts people’s attention. Especially the CAP reform after the Cold War caused the CAP to have the tremendous change: One, change the policy from the market support to producer policy;two, superstructure policy dynamics, supports the countryside development. At the same time, our country is a large agricultural nation: the agricultural reform always is our country agriculture work key point, therefore, in the implementation and the reform of the CAP process experience and the lesson also has the vital significance to our country’s agricultural development.This article through analyzes CAP production background, summarizes the CAP production reason and the essential feature: The reason which the 50’s Western Europe agriculture face urgently, the member nation benefit to need which as well as farmer itself has the political capital;But the explicit goal, the system principle, the consummation implementation machine-made and the complete policy system is his essential feature. In this foundation, the CAP reform agent carried on after the Cold War thoroughly has analyzed: The EU eastward expansion causes the direct power, the agricultural product trade negotiations is the external power, but intrinsic power then is the EU agriculture sustainable development. Through after the Cold War the CAP reform content and the characteristic analysis, after elaborated the reform of CAP, the influence as well as the existence question which produces to agricultural development of EU: The influence divided into two aspects, the reform of CAP consummates policy itself, has safeguarded the agricultural sustainable development and optimized agricultural structure, to cause the dependence of farmer togovernment’s .at the same time it was easy to cause the international friction. Finally, proposes the common agricultural reform to our country’s several enlightenment.The author believed that, the CAP of EL’ is the partial successes. Because CAP in implementation initial period, although promoted the agricultural development, has safeguarded the European country’s agricultural product trade, but. its implementation is take the serious budget burden. At the same time, the CAP also is the gradual success, because it has facing each kind of challenge adapts and the adjustment unceasingly moves towards the successful ability. The CAP played the positive role in the European country agricultural product supplies short time, but. the CAP implemented is higher than the world agricultural product market price in long-term , specially the 1990s initial period . caused EU the biggest agricultural product import to turn the main agricultural product export from the world, many agricultural products massive were surplus. Therefore, since the 70’s. EU realized no longer adapts the EU new situation development to the price support policy, and has caused a series of reforms, especially CAP reform after Cold War.
