Abstract


With development of the economic globalization and the arrival of the newly scientific and technological revolution, regional innovation ability has become the decisive factor and important symbol of obtaining the international competitive advantage for the regional economy. While the level of regional innovation performance is a important factor that influences the innovation ability for the nation and the region. The difference of the developmental level indicates that there has exists disparity between different regions. The system invalid of the regional innovation system can be seen as the reason for that, which the synergy effect between the industry, college and government has not take effect. So, study systematic the role for the industry, college and government to play in the regional innovation system, and how to play a role in it, the relationship between the innovation subject and its effect on the operation of the system is significant.For that reason, the paper deep analysis the regional innovation system from the part of operation mechanism, empirical analysis and countermeasures, this based on the triple helix theory. On the study of the operation mechanism, the paper first analysis the changing role and functional orientation of innovation subjects under the theory of triple helix. Then it analysis the operation mechanism from the aspects of driving mechanism, interactive learning, application transmission and stimulation harmonize. On the basis of that, the paper establishes the evaluation index system of the regional innovation performance from the part of industry, college and government. For the empirical study, the paper use the entropy and data envelopment analysis to establish the innovation performance evaluation model, then evaluate the innovation performance of Shandong province from the part of inter-provincial and outer-provincial. At last, put forwards pertinence countermeasures to promote the regional innovation performance of Shandong province based the previous study.
