Abstract


With the development of the knowledge economy and the deepening of economic globalization, governments are faced with many new situations and new challenges. How to adapt to the new situation, adjusting the functions of the government, while avoiding disadvantages in the process of globalization has become a global issue. From the actual situation of our country, our country is in the economic and social transition, its particularity is that the coexistence of diverse social forms, the characteristics of the agricultural society, industrial society and post-industrial society become common tenses. Especially due to the inertia of traditional system, our government is still in many ways characteristic of the government's economic construction, which seriously hindered the development of the socialist market economy. In this case, there is an urgent government from their own point of view, structural adjustment, transformation of functions, to achieve the transformation of the government, in order to promote the economic and social stability, health and sustainable development. The transformation of the government's goal is to adapt to the requirements of the development of the situation, to build a people-centered public service-oriented government. Construction of public service-oriented government, is to ask the government to no longer play the main role of the economic construction, is no longer the monopoly of economic resources and economic power, and no longer have departmental interests and the interests of the Group, but has become the main players in the market and society as a whole service public management and public service institutions, to reflect and represent the interests of the broad masses of the people, public service-oriented government. Therefore, the construction of public service-oriented government, not simply tinkering with the existing government management system, not a general government functions to adjust, but to create an economic transition and social transformation to adapt to modern people-oriented government. People-oriented, building a public service-oriented government, is the main goal of the 16th CPC National Congress and the Third Plenary Session of the Sixteenth CPC Central Committee put forward the transformation of government functions, but also improve the socialist political system, the important task of building a socialist harmonious society. Its objective necessity of building a public service-oriented government insist on serving the interests of the public, the ruling party's ability to implement the scientific concept of development, to solve social deep-seated contradictions and perfect the socialist market economy, as well as all levels of government and its civil servants for China are of great significance. Departure from this starting point, focusing on the basic theory of the public service-oriented government, problems and countermeasures of building a public service-oriented government. This paper is divided into three parts: The first part focuses on the meaning of the meaning of public service-oriented government, characterized their construction; second part analyzes the main problems of public service-oriented government in the process of building and cause analysis; third part elaborates the construction of public service-oriented government countermeasures. The author attempts to superficial understanding of these issues, and played a certain role in promoting the study and practice of the theoretical issues of building public service-oriented government.
